Student Financial Responsibility Agreement

Agreement to Pay Tuition Charges and Unpaid Student Account Balances and Understanding of Collin College’s Student Account Receivables Procedures

I understand Collin County Community College District’s (Collin) official method of communication with students is via my CougarMail assigned e-mail address.  I understand I am responsible for regularly accessing my CougarMail account and taking any required action indicated in official College correspondence sent to this address. 


e-bills and Current Account Statements:

I understand my Collin County Community College District (Collin) tuition e-bill will be posted on-line in CougarWeb and billing notices will be sent to my CougarMail address.  I also understand not all registration activity will result in an e-bill being generated prior to a due date, but not receiving an e-bill does not negate my fiscal responsibility to Collin.  It is my responsibility to verify my current account balance and comply with payment deadline requirements.


Dropping/ Withdrawing from Courses:

I understand I am responsible for dropping courses I do not plan to attend.  My Collin registration is only complete upon full funding of my courses.  Courses not fully funded by payment deadlines are susceptible to registration changes, including but not limited to drop for non-payment, and unpaid balances will result in registration and transcript holds on my account.


Collin complies with the Texas Higher Education Coordinating Board (THECB) refund rules.  Only courses dropped prior to the first day of the term will receive a 100 percent remission of tuition and fee charges.  As of the first day of the term, tuition and fee remission will be 70 percent or less, depending on the date of the drop/withdrawal and in compliance with the THECB refund rules.


Notification of Social Security Collection and Usage:

Collin’s Business Office is required to report Social Security Numbers (SSN) or Individual Taxpayer Identification Numbers (ITIN) to meet federal, state, and contracted business partner funding and reporting requirements.  All entities are mandated by contract and federal law to protect your confidentiality, and SSN/ITIN’s are confidential and exempt from public records requests.  I understand if I choose to not provide my SSN/ITIN to Collin and my student account meets reporting requirements for an IRS Information Form 1098T, I may be assessed a $100 fine by the IRS.  If I choose to update my student record by providing or correcting my SSN/ITIN I understand I must provide the information to Collin’s Admissions Office.


Agreement to Pay Tuition Charges:

Per Education Code 54.007(2)(d):  A student who fails to make full payment of tuition and mandatory fees, including any incidental fees, by the due date may be prohibited from registering for classes until full payment is made.  A student who fails to make full payment prior to the end of the semester or term may be denied credit for the work done that semester or term.

 


I understand registration is required for me to attend courses at Collin, and that registration constitutes a contractual financial obligation to pay tuition and fees for which I am liable. My registration in Collin courses is confirmation I have read, understand and agree to all provisions of the “Financial Responsibility Acknowledgment” that follows immediately below:

 


Financial Responsibility Acknowledgment

 

I understand my Collin tuition bill will be posted online in CougarWeb and all billing notices will be sent to my college assigned CougarMail address, and it is my responsibility to review my account balance and pay my bill by applicable payment deadlines. 

 

I understand accounts not paid when due are subject to holds preventing access to grades and transcripts and that my course enrollment status may be changed to drop for non-payment.  I understand a delinquent account may be placed with an outside collection agency and/or reported to the national credit bureaus.  I understand I will be responsible for all late payment fees, percentage based collection fees (up to 33.33% of the original principal balance), attorney fees, interest and any other costs and charges necessary for the collection of any amount not paid when due and/or any balance resulting from an adjustment to financial aid awards and/or amounts not covered under a third party funding agreement made on my behalf between Collin and another entity. I hereby give authorization to apply all monies due me from Collin to any delinquent amount due; until the principal fees, interest and costs are paid in full. I agree Collin may pay any balance due on my account from any Title IV funds awarded and disbursed to my student account.  I understand and agree my financial obligation to Collin constitutes an educational loan to assist in financing my education and therefore is not dischargeable, pursuant to United States Bankruptcy Code section 523(a)(8).   I also understand all disputes about registration or payment will be governed in accordance with the laws of the State of Texas, without regard to the principles of conflicts of laws of the State of Texas.  The venue for any lawsuit regarding collection of a delinquent debt will be in Collin County, Texas.

 


As further part of this agreement I also understand and agree and authorize Collin to use my SSN/ITIN for internal and external credit reporting and collection purposes for all charges incurred against this account for the duration of my enrollment at Collin.

 


I hereby authorize Collin College and/ or its agents, including attorneys and/ or collection agencies, to contact me via cellular telephone and/or all forms of electronic technology (to include text messaging and e-mail), unless I notify such party in writing to cease such communication.

 

 


I understand and agree that by leaving this page and choosing to register for courses at Collin College, I am accepting responsibility for my student account and any and all associated financial responsibilities incurred, as stated above.


 

This agreement will be updated as necessary to meet Collin, federal, state and local information requirements, and subsequent changes will not absolve student from responsibility of meeting payment responsibilities and commitments to Collin.
