Collin College and the U.S. Department of Education (through the Coronavirus Aid, Relief, and Economic Security (CARES) Act) teamed up to help meet the needs of our students during this difficult time.

 

We offered two specific initiatives to assist our students: grants direct-to-students and a course re-take credit. All funds for the CARES Act Emergency Grant have been expended.

 

Direct-to-Student Grant

 

Coronavirus Aid, Relief, and Economic Security (CARES) Act provide for a Higher Education Emergency Relief Fund (HEERF).  Collin College has now received two different grants as of April 2021.

 

Round 1 (These funds have all been awarded)

 

We are excited to share details about the CARES Act student grants that Collin College administered.  Collin College has signed and submitted a Certification and Agreement with the Department of Education to accept CARES Act funding.  The total award for the initial award was $10,790,912 and no less than 50% of the funds will be provided directly to students in the form of emergency grants.

 

As of September 1, 2020, Collin College has awarded $5,395,456 to 6,745 students who were enrolled in the Spring 2020 semester. We estimate that approximately 15,500 students could have been eligible to receive the grant.

 

Collin College adopted a two-phase approach to distributing funds to students.  The first phase resulted in automatic awards to our most needy students as identified by the Free Application for Federal Student Aid (FAFSA).  Each student with an expected family contribution of $16,000 and less received a grant of $800.

 

The second phase allowed any eligible student to apply for the remaining funds through an internal application process.  The application was located in CougarWeb Financial Aid by selecting the "Emergency Grant Assistance" menu item.  Completion of the FAFSA was a requirement of the application.

 

Students were able to receive up to $800 in emergency grant funds. The funds that are not automatically awarded are reviewed by a committee which has been established to review all CARES Act emergency grant requests.

 

The following information was provided to all students who could have potentially been eligible for the emergency grant funds:

Collin College has received Emergency Grant Assistance funding directly from the Department of Education. The Emergency Grant Assistance funds will be used to help students who have been financially impacted by COVID-19. We encourage students who are in need to complete an application for the Emergency Grant Assistance. The approved applicants will receive up to assist with living expenses during this difficult time. You must be a student in the current Spring semester in order to apply.

 

To complete the application, please sign in to CougarWeb and click on “My Financial Aid” under the Student QuickLinks. Once you are in the Financial Aid section, select “Emergency Grant Assistance” and answer the five questions. Make sure you click on the submit button to send the application.

 

Emergency grants will not need to be paid back and are designed to support our students during this difficult time. Approved applications will be awarded in the order they are received while funding lasts, so apply now.  Notification of awards will be sent to your Collin College email account.

 

Round 2 (These funds have all been awarded)

 

Collin College received a second Higher Education Emergency Relief Fund Grant through the Cares Act during the spring of 2021.  A total of $5,395,456 (the same amount as was given for Spring of 2020 was made available to us for the Spring of 2021.

 

As of May 3, 2021, Collin College has awarded $5,395,456 to 10,410 students who were enrolled in the Spring 2021 semester.  We estimate that approximately 15,000 students could have been eligible to receive the grant, but we were not able to verify their citizenship status.

 

The round 2 funds were automatically awarded to students who completed the free application for federal student aid (FAFSA).  The only criteria for the grant was that a student be enrolled in the spring semester and be either a citizen or an eligible non-citizen as defined by the Department of Education.

 

The grants were given in a tiered approach.  Students with an EFC over $16,000 were awarded $250.  Students with an EFC of $16,000 or below were given $800 if enrolled full time, $400 if in 6 – 11 hours and $250 if less than 6 hours.

 

The following information was sent to students to encourage them to complete the free application for federal student aid.

 

Collin College has received a second Higher Education Emergency Relief Fund Grant for students.  At his time all you need to do is make sure you have completed a Free Application for Federal Student Aid (www.fafsa.gov).  The grant will automatically be awarded to students who are eligible for the grant based on data from the FAFSA.

 

Round 3 (These funds have all been awarded)

 

Collin College received a third Higher Education Relief Grant through the Cares Act at the end of the spring semester 2021. This funding has been set aside for students attending in the summer of 2021, fall of 2021 and spring of 2022.

 

As of December 31, 2021 a total of $2,349,300 has been awarded to 4,440 students for summer 2021 and $10,016,750 had been awarded to 10,480 students for fall 2021. We estimate that approximately 6,200 students were eligible for summer grants and approximately 15,500 students could be eligible for fall awards. For spring 2022, a total of $9,077,735 has been awarded to 10,020 students. The entire grant amount of $21,443,785 has been distributed from round 3.

 

For the summer, awards were automatically made to all students who complete a FAFSA for the 2020-2021 aid year. Students who are not eligible to complete a FAFSA are able to submit an application by signing into CougarWeb Financial Aid and clicking on Emergency Grant Summer or Emergency Grant 2021-22.

 

The grants are to be awarded in a tiered approach. Summer students with an EFC over $16,000 were awarded $300. Students with an EFC of $16,000 or below were given $1,200 if enrolled full time, $600 if enrolled in 6-11 hours and $300 if enrolled in less than 6 hours.

 

For the fall and spring, awards are automatically made to all students who complete a FAFSA for the 2021-2022 aid year. Students who are not eligible to complete a FAFSA are able to submit an application by signing into CougarWeb Financial Aid and clicking on Emergency Grant Summer or Emergency Grant 2021-2022.

Spring students with an EFC over $16,000 were awarded $200. Students with an EFC of $16,000 and below were given $1,500 if enrolled full time, $700 if enrolled in 6-11 hours and $200 if enrolled in less than 6 hours.

We will also have grant money available for fall and spring, so make sure you have completed the 2021-2022 FAFSA as well.

Withdrawal Course Tuition Credit

 

Due to the Coronavirus (COVID-19) pandemic in the spring of 2020, all Collin College's academic course offerings were moved fully online.  This significant change to delivery of instruction and abrupt modification of campus operations may have resulted in students choosing to withdraw from one or more courses.  The Tuition Credit provided students who withdrew from a course in the spring semester after March 13, 2020 the chance for retaking the same course again with financial assistance.  The credit covered the tuition and student activity fees for retaking the same course in its entirety either in summer or fall 2020.

 

Institutional Grant

 

Collin College was allocated institutional funds of $5,395,456 as part of the CARES Act Higher Education Emergency Relief Fund (HEERF), $18,430,645 as part of CRRSSA (HEERF II) and $20,982,343 as part of ARPA (HEERF III) to a total allocation of $44,808,444.  In compliance with reporting requirements established by the Department of Education, the reports posted below summarize Collin College's use of these funds to date.
