Payment procedures for Chapter 33 (Post 9/11 GI BILL®) Veteran Students
- Students must apply to the VA for veterans education benefits and provide documentation confirming eligibility for Post-9/11 GI Bill® benefits and the approved benefit percentage. Acceptable documentation includes a VA Certificate of Eligibility (VACOE) or a VA.gov profile printout showing both eligibility and percentage.
- Submit the documentation through your CougarWeb Workday student account using the Chapter 33 Post-9/11 Benefits Request. The documentation will be maintained in your student file.
Holding Your Classes
- Students must ensure that all required official transcripts have been received by Collin College and submit their Chapter 33 Post-9/11 Benefits Request through Workday by the applicable payment deadline to ensure their course enrollment is maintained.
- Students with less than 100% Chapter 33 eligibility are responsible for paying the portion of eligible tuition and fees not covered by the VA. For example, a student with 70% eligibility is responsible for the remaining 30%.
Important: The VA can only pay for courses that meet VA certification requirements for your approved program of study. If a course cannot be certified for VA benefits, you are responsible for paying the full cost of that course.
Enrollment Verification
Beginning December 17, 2021, students using Post-9/11 GI Bill® benefits are required to verify their enrollment with the VA at the end of each month. Failure to verify enrollment for two consecutive months may impact the student’s Monthly Housing Allowance (MHA). Students are encouraged to use the VA’s convenient text message verification option.
After the published last day to withdraw, Collin College VA Advisors will verify your current enrollment by submitting an amendment to your semester certification. Do not be alarmed if you receive notification of this amendment; it is part of the VA enrollment verification process.
How to Verify Enrollment with the VA
- To verify your enrollment, you will be able to use text messages as a simple, quick option.
- Contact the Education Call Center (ECC) at 1.888.GIBILL.1 (1.888.442.4551) to ensure VA has your mobile phone number.
- Once you opt-in, you can simply reply to a VA text message to verify enrollment monthly.If you do not wish to use text messages, you can call 1-888-GIBILL-1 (1.888.442.4551) and verify your enrollment by telephone each month, once it is required.

Full & Part Time Enrollment- for Chapter 33 (Post 9/11 GI BILL®)
- Payments are based on students entitlement percentage
- Basic Allowance Housing (BAH) is based on School’s Zip Code at the E-5 w/ Dependents rate
- Basic Allowance Housing (BAH) is reduced to half the national average if student is fully online
- Beneficiaries at less than 100% will receive their percentage of their rate of pursuit.

Repeats, Prerequisites, and Degree Programs
- The VA will only pay for repeat courses if they are required for academic progress. Repeats due to failed grades can only be in-person.
- Developmental courses must be “in-person” and must be required. TSI Waiver will identify you as “College Ready” and make those courses ineligible.
- If you’re pursuing Prerequisites towards another program, they must be required. If courses are not required, they are not prerequisites and cannot be certified.
- All courses must be on your primary program of study to be certifiable. You can only have one primary program of study at a time.
- Ineligible courses will not count towards full time enrollment.

The VA pays the Monthly Housing Allowance after the month of enrollment has occurred. For example, housing benefits for enrollment during August are paid after the August enrollment period has been completed.Housing payments are also prorated based on the number of days you are enrolled during the month. For example, if your classes begin August 25, your August housing payment will only reflect the eligible days from August 25 through August 31 and will therefore be less than a full month's payment.Book and Supplies Stipend
If eligible, the VA pays the Post-9/11 GI Bill® book and supplies stipend at the beginning of each term or enrollment period. The amount is based on the number of credit hours enrolled and your Post-9/11 GI Bill® eligibility percentage.
